The Human Resources and Administration Department manages the full employee lifecycle at Ikorodu North LCDA from the day a new staff member is recruited to the day they retire. 1. Where We Are Now

The department currently operates through five specialised divisions Workforce Planning, Learning and Development, Employee Relations, HR Measures and Accountability, and General Administration each handling a distinct part of workforce management. This structure means recruitment, training, welfare concerns and compliance each get dedicated attention rather than being handled ad hoc. Staff records, leave administration and disciplinary processes are managed centrally, covering employees across every department at the LCDA the same departments residents interact with every day.

2. What We Do Now
  1. Workforce Planning & Recruitment Determines staffing needs across every department and manages the full recruitment cycle from advertising vacancies through to formal appointment, ensuring residents have a fair, transparent route into council employment.
  2. Onboarding & Learning Coordinates induction for new hires, manages NYSC placement and probation, and runs training programmes that keep the staff you interact with competent and up to date.
  3. Deployment & Career Progression Manages staff deployment based on need and capability, and processes promotions on merit so the most capable people end up where they're needed most.
  4. Employee Relations & Discipline Handles grievances, disciplinary matters and whistleblowing reports fairly and confidentially. This includes concerns about staff conduct, giving residents indirect assurance that poor service or misconduct doesn't go unaddressed.
  5. Performance Accountability Tracks KPIs and staff performance data, so service quality across departments is measured, not assumed.
  6. Staff Welfare & Administration Manages leave, workplace safety, staff welfare and exits a supported workforce is a stable one, and stability means consistency in the service residents receive.

The department is working toward a fully digitised HR system moving staff records, leave requests and performance appraisals from paper-based processes to a searchable digital system that reduces delays and errors. Longer term, the goal is a workforce development framework that ties training directly to career progression, so every staff member has a clear, merit-based path forward, alongside stronger staff welfare support that keeps Ikorodu North LCDA a place people want to build a career, not just hold a job.
