About the Legal Unit

The Legal Unit of Ikorodu North LCDA is the Council’s engine room for law, order, and due process. It ensures that every action, project, policy, and engagement of the Council is firmly rooted in legality, transparency, and the protection of public interest.

The Unit serves as the official legal adviser to the Executive Chairman, the Legislative Arm, management, and all departments of the LCDA, helping to minimize disputes, prevent liabilities, and strengthen good governance at the grassroots level.

Our Mandate

  • Safeguarding the legal interests and rights of Ikorodu North LCDA.
  • Promoting rule of law, accountability, and due process in all Council activities.
  • Ensuring that government–citizen interactions are conducted fairly, lawfully, and transparently.

Through these functions, the Unit helps build public confidence in the Council as a responsive, responsible, and law‑abiding institution.

Key Functions of the Legal Unit

  • Advisory Services — Providing legal advice to the Executive Chairman, Council Manager, Treasurer, Heads of Departments, and Councillors; reviewing proposed policies, programmes, and administrative actions to ensure compliance with the Constitution of the Federal Republic of Nigeria, relevant federal and state laws, and local government regulations.
  • Drafting and Vetting of Legal Documents — Drafting and vetting contracts and agreements, MoUs, service level agreements, policy documents and regulations; ensuring documents protect LCDA interests and are clear, enforceable, and fair.
  • Litigation and Dispute Resolution — Representing Ikorodu North LCDA in courts and tribunals in collaboration with the Ministry of Justice; handling disputes involving the Council, its staff, contractors, or the public; exploring ADR mechanisms to resolve conflicts amicably and reduce litigation cost.
  • Compliance and Risk Management — Monitoring adherence to procurement laws, financial regulations, civil service rules, administrative guidelines and circulars; identifying legal risks and recommending preventive measures.
  • Legislative Support — Supporting the Legislative Arm through drafting and review of bye‑laws, interpretation of laws and regulations, and validation of enforceability.
  • Legal Awareness and Public Education — Organising sensitisation programmes on citizens’ rights and responsibilities, local government bye‑laws and regulations, and public order laws.

Collaboration with Stakeholders

  • Community Leaders and CDAs/CDCs — resolving local disputes and clarifying regulatory issues.
  • Market Associations, Transport Unions, and Business Owners — compliance with bye‑laws and levies.
  • Civil Society Organisations and NGOs — legal aspects of community development initiatives.
  • Other Government Agencies — Lagos State Ministry of Justice, Local Government Service Commission, security agencies, and regulatory bodies.
